Future Directions strives for balanced expansion
In
September of 2006, as a result of unexpected population growth, the City
of Red Deer released a long-term growth concept report called 'Future Directions - Red Deer at 300,000'
as a snapshot of what the city would look like 45 to 75 years in the
future.
At that time, the area south of the city, including Gasoline Alley, was
excluded as part of the proposed growth strategy.
During the fall, a couple of public open houses and meetings with
various groups were held and survey forms sent to all residents in and
around the city. Over 1300 responses were received.
Comments received on the report varied on a range of topics but the most
common theme was maintaining or increasing the parks and green space
throughout the city. Other comments were both for and against expanding
across Highway QE2 and including Gasoline Alley.
In
December of 2006, City Council approved a revised 'Future
Directions Strategy'. As a result of public input and a concern
about urban development close to the city, the plan included the
absorption of Gasoline Alley and the industrial area on the south
fringe, much to the surprise of the County.
There were several other modifications in the revised plan including more residential in the north,
less residential to the east and southwest, and more industrial in the
south than was proposed in the September report.
There is also a greater emphasis on creating more green areas,
especially on the east side. The plan also maintains the downtown as the
geographic centre of the city.
In July 2007, the city and the county adopted a new Intermunicipal
Development Plan that took the vision of Red Deer at 300,000 a step
further. It was agreed that much of the future development of the city
would be north, west and east while the economic growth areas of the
county would be to the south including Gasoline Alley.
The entire plan is proposed to be implemented within 10 years.
Annexation of County Land for
Industrial Growth
In the short term, the City of Red Deer will
annex 1,300 acres of Red Deer County land west of Highway QE2 and south
of Highway 11A in order to develop serviced industrial land at urban
standards. The City is quickly running out of such land as a result of
very high demand over the past few years and the booming economy. The annexation
is expected to be approved by the government before the end of 2007.
Another annexation to the north and east of the city is currently being
prepared mostly for residential development.
